Rovirosa, Esq. AREAS OF PRACTICE
PROFESSIONAL BACKGROUND Mr. Rovirosa graduated in 1984 from Law School at Universidad Iberoamericana. At the Federal Justice Department's Institute of Professional Formation, at the National Institute of Criminal Sciences, and at Mexico City's Justice Department, Mr. Rovirosa took specialization courses on Civil Law, Mercantile Law, and Commerce and Transfer of Technology. These courses were given by the Supreme Justice Tribunal of Mexico City (D.F.), and by UNAM (Mexico's National Autonomous University). He worked in Mexico's Public Sector for ten years. Among the positions he held during such period, were, at the state of Veracruz's Ministry of Health, he was Deputy Chief of the Office of Inspections and Security for Coordinated Public Health Services. In 1982 Mr. Rovirosa worked as Clerk at the country's Attorney General's Office, and was Assistant to the Chief of Depositions, and head of a proceedings table. He then became an Agent of the Public Ministry, and Head of the Department of Depositions and Delegate of the State of Guerrero's Ministry of Justice in Acapulco. Mr. Rovirosa was a Member of the Editorial Unit that wrote the Organic Laws and Regulations of the Justice Department for the State of Guerrero, which came into effect in 1987. These regulations introduced for the first time, the General Visitorship as a controlling body, the Attention Units for Victims and Indigenous People. He was also a member of the Editorial Committee in charge of writing the state of Guerrero's Code of Criminal Procedures, which was promulgated in 1988. Mr. Rovirosa was a Founding Associate at the law firm Bufete Jiménez Labora, S.C. From 1990 to 1996 he worked as an Independent Legal Consultant, and was involved in family businesses related to the industrial production and export of coffee and food products. Mr. Rovirosa also served as an Instructor at Mexico City's Institute of Professional Formation of the Police Academy, and was a cofounder of, and instructor at, Guerrero's Center of Criminal Sciences (Centro Guerrerense de Ciencias Penales), which - following the model of the National Institute of Criminal Sciences - implemented continuing training and professional development programs for the state of Guerrero's Justice Department. Mr. Rovirosa is currently a Consulting Member of the National Police Academy. In July of 1999, Mr. Robirosa became an associate with IBLC Abogados, S.C., and in December of 2000 he became a Resident Partner of IBLC Abogados, S.C. in Mexico City.
